Sewers and maintenance areas are certainly a reasonable place to start, and he's right that the EN-line is the main access point between regions. There are also residential and commercial areas, agricultural zones-- everything listed on the locations page, plus the infrastructure to support it. Region Four of Kauto, being largely an aquatic zone, has a number of different scanning devices for use in deep-sea exploration for rent or purchase. If 76 expanded his search to more commercial areas like Region One, he could turn up a much broader array of tools: everything from ship-mounted life scanners to nanotech bug spray. Again, access is less an issue than knowing what might work, and without spelling out details he wouldn't know, that's not something we can guide you to directly.
