The authorization wouldn't be clearance-level related (that mostly comes up in Ingress matters). The workers would be looking for something more along the lines of proof of job or position-- that they had a right and reason to be here. While TOD's forms are technically meant to be submitted in order to register 76's people, they might be able to trick the workers into treating it as proof of prior registration if they have sufficiently skilled grifters on the team.

The facility has basic security: guards with nonlethal weaponry who would attempt to accost any unauthorized intruders for questioning. As these are the guards who opted for a safer post (as opposed to those running Ingress security or working on Chioni), 76 and his team would likely have no trouble dealing with them if needed. However, if they sneak in or assault the guards, they will be forced to be discreet with their investigation-- the workers would report sightings, and more serious help sent in once an alarm went out.
