What has your character been doing: Getting very impatient.
What does your character think of Ceta: He doesn't have much of an opinion on it; it's a nice planet. He's been to lots of nice planets.
What does your character think of the whale-like creatures: Before he learned they were sentient he was indifferent, he felt the hunting was stupid and unnecessary but ultimately none of their business. Once they know they are sentient he can't help but feel like they're obligated to intervene despite the fact that he feels strongly that there's really no way it can end well.
Will your character try to communicate: Not directly; he'll probably leave it up to people more diplomatic or skilled at foreign relations.
Will your character offer anything up for trade: No. He earnestly thinks hiring mercenaries is not the answer to this problem and is a very temporary and costly fix.
Scraplets: He'll happily help out with the scraplets; they pose a significant danger to the ship and people on it, and it's something to do, right?
