He'll make the point that "offense" doesn't necessarily mean "violence," just that offense involves acting with initiative rather than reacting (defense) or talking (negotiating). To that end, he'll probably propose a strike team sneak into the Caducans' ship and sabotage their weapons/propulsion/transporters/whatever non-lethal targets the tech-and-computer savvy people on the team recommend. Another team will provide distraction while the strike team does its work. Then, once the Caducan's ship is crippled and their ability to assault the Moira is hampered, they let Team Negotiations take over as they will now be in a much better negotiating position. And, through negotiations hopefully find a permanent solution to the problem so that the survivors of C-Primary don't just chase them down again later.
