Under normal circumstances, Zam would agree, and they say as much. However, a live Bruce would be a very dangerous one, to both their own crew and the Caducans. Given that the Caducans saw firsthand the kind of damage a threatened Bruce can do, Zam thinks they can quite easily be persuaded to accept him dead.

They do make the concession that they should contact the Caducans and explain these circumstances first. That way, Bruce's execution can feel more like a joint effort and not the result of the Moirans acting unilaterally.
