Jasper is extremely cranky about this entire setup, and while she's not a whiner, she won't hesitate to voice how vehemently she disapproves of it if asked for her input -- they should be working with the other two groups to come up with a plan together, not wasting their time making up competing ones that cover different vital areas. THAT SAID, Shepard clearly knows what she's about and has won Jasper's approval and respect with this, so she'll cooperate, at least.
