Clara will most definitely argue against that plan, and will insist that she doesn't think they have the right to barter with someone's life. She'll say that she doesn't think that many more people won't die, even if they do give them Bruce. It's likely that they'll argue back and forth, with Clara putting her foot down pretty firmly. She may even go so far as to go up to her lovely posters with all the plans written out and put a big red X over the plan mentioning using Bruce.
