The rule is more or less meant literally! While the Temple's guardians will not personally search everyone who enters, those carrying backpacks or other storage containers will be asked to leave them outside. Chara may be able to conceal additional weapons on their person, but if they had several dozen visible knives strapped to their body, they would be asked to remove them and demonstrate that they could be held.

Use of arms, however, is entirely valid.
