If you sign up your character to be a head of department, remember that the Captain and First Mate will be looking at their records and history, which will influence their choices. The sign-ups will be open a short time, and then, the chosen character’s comment will be responded to. OOCly, players have until the next log to work with the HR staff and other players, which can be done through handwaving or threading, to help the crew come up with what job they’ll want.

I don't know if we can sign up for more than one but does navigation include piloting? If yes, I would sign Rey up for this as well. she's flown almost every ship there is, and has spent a lot of time looking at starchats of her galaxy. she is currently a transport tech/pilot, so she's already familiar with the kind of tech ships like the Moira utilize
While Starflight may not be the most experienced or technologically proficient crew member in Navigation, he has been serving as Mana's Assistant for the better part of 10 months. Aside from Ratchet, he's been on the navigation team longer than most. During that time he's done everything he can to learn how to be a good Navigator, spending his spare time studying interstellar navigation, star charts, rudimentary engineering, and how to work all the consoles on the Navigation deck.
Starflight doesn't have much of a leadership presence, but he does his best to keep informed and is a hard worker who is terrified of disappointing people. Since he avoids confrontation with authority figures at all costs, the captains wouldn't have to worry about him causing trouble.
Medusa has been working as a Communications Tech but she would jump at the chance to be involved in navigation. The Moira's tech is well behind what the Inhumans and the Kree are used to, and she's fully capable of piloting ships (and has done so on occasion, although normally she has people for that.) In addition she's spent twenty years as queen of a people who keep migrating back and forth from space, so she's known astronomy and interstellar navigation for some time, and been involved in making the decisions on where to go, how to get there and how to negotiate diplomatically when they get there (or, alternatively, how to make war and win.) And she knows how to be in charge and lead on both a large scale with a kingdom/empire and small scale with a team of people. She likes being in charge and she's fully prepared to always assume responsibility.
Cortana's been in Navigation her entire (if thus far short) time on the Moira and has no intention of looking for another job. navigation is one of her particular talents and is something she did often in her own world. she'd run entire spaceships and navigate them not only through space in general, but also in the midst of battles. being an AI, essentially made of numbers and code, she's got an obvious talent for math in which it's nearly impossible for her to make incorrect calculations and errors in navigation are rare.
and since communication with the rest of the department is important when it comes to being in a head position, it should also be noted that she's quite the people person, too. despite being a computer program, she interacts with organic beings with ease. but, all the above said, she's also slightly rampant which has potential to cause problems here and there, not just in the social aspect of the job.
L won't be the only decent candidate, but I'd be interested in putting him up for Head of Tower.

I notice that sometimes when games have job systems, it's really common for them to fall by the wayside and for people to be confused about what's going on simply because there's not always a lot of OOC organization or communication about that aspect. Also, ordering people around through investigation and coordinating creative quick retrievals and stuff in very high-stakes scenarios is pretty much what L does in canon.
Second, and following on that, I had already drafted and was planning to send out a note to people whose characters' current job assignments were Tower-related work (mostly Stealth, Intel, and Counter-Intel) to ask them if they wanted to loosely coordinate in future plots, sort of like the stuff I did for the rescues! Just non-binding ideas, opportunities, ways to get characters talking to each other in ways that incorporate their jobs or talents. (If somebody saw me saying on Plurk the other day that I'd "left something really important out of his CR meme post, but I'll talk about it in the near future in a game-related plurk," this is what I was referring to.) I like helping other players find each other and helping facilitate CR, and also making it possible for characters who would not really want to "obey authority" feel like their ideas and talents are respected, and their IC "boss" isn't that far above them in hierarchical terms.
If he's not chosen, I'd still be willing to help out the player of the character who is with this kind of coordination, if they want it and if the plot works out in such a way that it's helpful to other players to do it. ETA: and since I suspect these positions will be temporary, during the anniversary event and while apps are closed, I'll still be willing to help do this kind of thing afterward if the need comes up.

Shepard would be a great defense lead because she has been in the Earth Military Alliance since she was young and knows all the ins and outs of various types of military strategy. She's kept her team alive and safe on missions that people deemed impossible and even "suicide". She once rallied the entire galaxy to stop the reapers and the galaxy is full of a lot of jerks so it wasn't easy. She's an excellent strategist and leader and able to convince people to follow behind her. Since coming the Moira she also headed up one of the teams to fight against the Caducans and has been active in nearly all fights to protect the ship.
mccoy's been running the medbay on his ship back home for last three years so he'd absolutely put his name in for consideration. he hasn't taken any days off or skipped any shifts since becoming a part of the moira's crew. he's been trying to educate and help his colleagues working with or within in the medical department whenever he can, but he always has the drive to do more.
Adrien's hit the ground running here on the Moira, both his initial visit (though it was short) and more recently upon his return. He's made an effort to work with the established medical staff as opportunity has presented itself and has established a rapport with Yewll and Ratchet, and there are plans for interactions with the new physicians.
As is often the case with him, despite his personal struggles, he's seen to the needs of a number of the crew, including giving aid down on the slaver outpost. Recently, along with Yewll and others, he was focused on trying to help crew members with glass limbs and when it became obvious that there was no 'medical' fix for the problem, worked to keep the crew as comfortable and safe as possible.

Medical was a group that actually formed itself, despite everybody coming from a wide range of backgrounds. From healers to modern medicine, to futuristic medicine and back. Everybody was encouraged to bring their specialty to the table, which allowed the team as a whole to best support the crew.
In this case, Adrien would be stepping up because he saw a need; especially with the chaos the ship has been thrown into with the changes. Medical has been running quite lean on the Moira with close to a 25:1 ratio of patients to medical staff. That means they need to maximize how they work as a unit to ensure that there is adequate medical care to all members of the crew and also that medical itself remains on it's feet and prepared for the unknowns.
Kaz has 15 years worth of command experience. He's also been running the training sim room and making notes of everyone's strengths and weaknesses. He makes a point of referring people to proper trainers when they're seeking out specific instruction. His specific advantage with the MSF and with Diamond Dogs was that he raised the morale and determination of any department he was a part of.
He's a master of navigating intel and offering up multiple strategies, as well advised as possible. And he'd do his best to make use of every person placed in defense and train them well.
Additionally, while he doesn't have starship experience specifically, he does have survivalist experience, rationing, rebuilding, business organization, plague management, and WMD handling all under his belt. And he's performed reliably every time the ship and its crew has been in danger in the past seven months.
ICly, Narvin would absolutely put himself forward to be head of Defense, even though he's only been here five minutes. OOCly, though, work has been crazy and I don't feel like I have sufficient time to do a good job of RPing a division head, so basically I want to say that Narvin volunteered and was passed over (perhaps because he's only been here five minutes).
Bucky will be looking to promote himself as a viable candidate for head of defense. While he has several years of combat experience, he doesn't have much in terms of command. He is a loner and has little experience with strategy, but he has several ideas he would implement if he becomes head of defense.
As Hamilton and he came up with an extensive overhaul of punishment systems and other things a few months ago, he will definitely be incorporating some of those ideas into his platform. For example:
Create a Security Team and Counsel - They will provide security around the Moira to neutralize any squabbles on the ship, as well as give crew members a voice in security issues, rules, restrictions, etc.
Create Safe Houses for Non-Combatants - After last month's mess that forced civilians to fight for their lives, Bucky will create fortified shelters for those who don't or can't fight.
Create Rigorous Training Schedules for Combatants - In case of another emergency, Bucky wants all personnel to be familiar and comfortable using artillery weapons, as well as basic self-defense training. Outside of that, security personnel and those willing to fight will be trained in hand-to-hand combat, as well as marksmanship.
HOWEVER! I do plan to have Bucky be canon updated and lose his memories, as well as his arm. SO I DON'T THINK HE IS A VIABLE PERMANENT CANDIDATE, but I think it would be kinda cool if he was head temporarily and then someone you all actually chose to be a permanent fixture then took his place after his accident. IDK IDK I THINK THAT'D BE KINDA COOL

Signing Tommy up for Sanitation Department Head. The thing is, he can be the best messenger ever, but he's really cut out to lead a team (or so he thinks). He's fast, too so Sanitation will sparkle, and if something goes wrong he can be there in a few seconds flat.
tony has both the background and experience in engineering/tech to work on the ingress. he would have offered to head it, but, since i'm kind of swamped irl, let's just say he volunteered but got passed up.
he can live with it as long as he can get a good look at the ingress either way.
I am signing Rey up for this position!! She has experience with starship engineering already and worked on the ingress in the past. She's also done starship restoration before.
