So uh, those poor saps at Puerum and above, do they have any kind of cold-weather gear available to them? 8<

They won't be receiving the extra cold-weather gear that the two newest ranks did, but there will be blankets, etc. that they can use to stay warm.

Does "emergencies only" include the cold snap? How responsive might the captains be to general crew concerns about surviving and enduring the cold? Or would "emergencies" be someone actively about to die or meteors or something?

If your character thinks something is an emergency, they can contact any of the captains at any time. They'll be generally 'less around' this month, but they are still there. The same stands for contacting them in person, as well.

Anything can count as an emergency, but each situation that is brought up to a captain will be responded to differently.

Hello! Sorry about the late.

In the mess hall, several pipes have ruptured which have created snow and a solid slippery sheet across the floor. There would be more than enough to make tiny snowmen or throw snowballs at each other.
